Reads the nodes of the high-level pathfinder of a hlp_data.esf, by region index.
The pathfinder record is a flat list: the region count, then for each region its index, its node count and its nodes. Each node has its id, cell, a value, its edges (9 values each) and an edge-to-edge cost table.
